보다 개방적이고 투명하며, 집단적인(collective) 방식의 연구 - 오스트리아 과학 기금(the Austrian Science Fund) FWF는 2021년부터 시작되는 국제 Plan S 이니셔티브의 원칙과 일치하도록 오픈액세스 가이드라인을 개정했다. 연구결과는 향후 모든 사람에게 무료로 공개될 것이다. 

 

FWF의 새로운 오픈액세스 가이드라인은 2021년 1월 1일 발효되며 국제 Plan S 이니셔티브와 일치한다. Plan S는 학술 연구 결과물의 오픈액세스를 위해, 24개의 연구기금기관 단체인 cOAlition S에 의해 개발되었다. 따라서 펀딩은 출판 즉시 일반에게 공개할 수 있는 출판물에만 부여되며, 현재 종종 그렇듯이 몇개월의 엠바후 이후에는 공개되는 것이 아니다. 이 새로운 정책은 연구자의 가시성을 높이고 연구 결과에 대한 권리를 보장한다.  연구기관은 출판비용에 대한 투명한 가격 및 계약 조건을 통해 지원된다.

 

학술출판물은 무료로 공개된다. 

투명한 연구를 의미하는 오픈액세스는 20년 넘게 많은 이니셔티브(베를린선언 포함), FWF와 같은 연구기금 기관, 연구자, 기관(이에 대한 자세한 내용은 Ulrich Pöschl 박사와의 scilog 인터뷰Dr. Ulrich Pöschl)에 의해 활발하게 홍보되어 왔다. 학술정보에 대한 빠르고 문제없는 접근이 필수인, COVID-19 대유행인 올해 오픈액세스의 잠재력이 다시 한 번 분명해졌다. 

 

모든 학문 분야의 학술문헌에 즉각적인 접근을 보장하기 위해 cOAlition S는 Plan S를 통해 2021년부터 피어 리뷰 출판물에 공개적으로 접근할 수있는 방법에 대한 공통 원칙을 제시하였다. 현재 24개 연구기금 기관의 전반적인 목표는 그들에 의해 지원되된 연구 결과가 완전하고 자유롭게 사용될 수 있도록 하는 것이다. cOAlition S의 첫번째 회원 중 하나인 FWF는 Plan S에 따라 오픈액세스 가이드라인을 개정하는 데 착수한다. 새로운 가이드라인은 오스트리아 연구에서 보다 개방적인 접근을 위한 다음 단계이다.

 

 

FWF 지원 연구자들에게 새로운 것은 무엇인가?

새로운 Plan S를 따르는 OA 정책은 2021년 1월 1일부로 승인된 모든 FWF 연구 프로젝트에 적용된다. 이러한 프로젝트의 결과물인 동료평가된 학술 논문은 지체없이 오픈액세스로 출판해야 한다. 이것은 2021년말 또는 2022년초에 FWF가 자금을 지원하는 첫번째 프로젝트의 경우가 될 것이다. 단행본 및 편집된 책과 같은 다른 형식의 출판물은 다음 몇년 동안 cOAlition S의 일부로 구속력있 가이드라인이 개발될 것이다. 
연구자들은 세 가지 오픈 액세스 출판 옵션을 사용할 수 있다.

1. 오픈 액세스 저널/플랫폼에 출판(골드 OA)
2. 심사완료된 원고를 엠바고없이 Creative Commons Attribution 라이선스 CC BY에 따라 자유롭게 액세스 할 수있는 리포지터리에  아카이빙(그린 OA). CC BY 라이선스는 원고가 출판사에 제출된 시점에 이미 승인된 원고(심사완료된)에 적용되어야 한다는 점에 유의해야 한다. 이에 대한 자세한 내용은 „Rights Retention Strategy“ 및 FWF OA Policy에 따라 포함되어야하는 문구를 참고하시오.
3. 연구기관 또는 기금기관과 출판사간에 transformative OA 계약이 존재하는 구독저널에 출판하거나 transformative OA 저널(하이브리드 OA 저널)에 출판

cOAlition S는 저자가 Plan S에 따라 출판할 수 있도록 JCT (Journal Checker Tool)을 개발했다. 저자는 JCT에 저널, 펀더 및 기관, 세 가지 정보를 입력하기만 하면 Plan S 및 FWF의 오픈 액세스 정책을 준수하는 출판에 필요한 옵션들을 빠르게 식별할 수 있다.  

 

 

오픈 액세스를 향한 15 년
FWF는 15 년 이상 동안 연구자 및 연구 기관이 오픈액세스를 구현하도록 지원해 왔으며 앞으로도 계속 그렇게 할 것이다. 

• 피어 리뷰 출판물(저널 기사) 및 독립 출판물(단행본 및 기타 형식) 프로그램의 범위 내에서 FWF는 2004년부터 출판비용에 대한 재정적 지원을 제공해 왔다. 
• 오스트리아 연구 기관과의 긴밀한 협력을 통해 수많은 transformative OA 출판 계약이 체결되어, 저자가 투명한 비용으로 많은 저널에 오픈 액세스를 출판할 수 있게 해왔다. 
• 또한 FWF와 많은 오스트리아 연구 기관은 SciPost 또는 Open Library of Humanities와 같은 대체 출판 모델을 홍보한다. Directory of Open Access Journals, OAPEN(repository for open access monographs), Europe PubMedCentral (pdf, 202KB) (repository for articles in the life sciences)과 같은 인프라에 대한 지원도 제공한다
  
  
• 오스트리아 연구 기관은 자유롭게 접근 할 수 있고 지속 가능한 방식으로 출판물을 아카이브할 수있는, 국제적으로 등록된 여러 리포지터리(registered repositories) 보유하고 있습니다. 이러한 기관 리포지터리들을 사용할 수 없는 경우  ZENODO.와 같은 모든 학문 분야에 대한 기회가 있다.

cOAlition S는 필요한 변경 사항을 적용하고 새로운 개발 사항을 설명하기 위해 2024 년까지 중간평가를 수행할 예정이다.

Open Access to Peer-reviewed Publications

Open Access to Peer-reviewed Publications

For peer-reviewed scholarly publications in academic journals, platforms, edited volumes, or proceedings resulting from FWF projects approved before 1 January 2021, the following Open Access guidelines (pdf, 89KB) apply.

For peer-reviewed book publications such as monographs, edited volumes, etc., the Open Access guidelines as formulated in the application guidelines for the Stand-Alone Publications programme apply.

The following Open Access guidelines apply to peer-reviewed scholarly publications resulting from FWF projects approved after 31 December 2020:

I. Open Access Options

In accordance with the Berlin Declaration and Plan S of cOAlition S, the FWF requires all project leaders and project staff members to publish their peer-reviewed publications open access on the Internet if they result in whole or in part from projects supported by the FWF.

Three open access publication options are available:

Option 1: Publication in an open access publication venue (Gold Open Access)

Open access to publications can be guaranteed by direct publication in an open access publication venue (e.g., academic journal, publication platform). In any case, the Creative Commons Attribution CC-BY licence1 (or an equivalent open licence) must be used for publication. Journals and publication platforms must be listed in the Directory of Open Access Journals (DOAJ) and meet the technical requirements of Plan S. For scholarly contributions in edited volumes, the peer-review process must be presented transparently on the website of the publication venue.

Publication in an open access publication venue may require the payment of a fee to the publisher (see IV. "Publication costs").

Option 2: Publication in a transformative open access venue (Hybrid Open Access)

Authors may publish individual contributions2 in subscription venues open access. This option is possible if a transformative open access agreement exists between the publisher and the FWF and/or an Austrian research institution (see list of agreements) or the journal is a transformative open access journal according to the criteria of cOAlition S. In any case, the Creative Commons Attribution CC-BY licence (or an equivalent open licence) must be used for publications.

Option 3: Archiving of the accepted manuscript with a CC BY licence (Green Open Access)

Open access can also be achieved by self-archiving the version accepted by the publisher (accepted manuscript) in a registered repository that is listed in the Directory of Open Access Repositories (OpenDOAR) and meets the technical requirements of Plan S. Self-archiving must take place at the time of publication (zero embargo) and, in any case, the Creative Commons Attribution CC-BY licence (or equivalent open licence) must be used.

II. Procedure

Researchers must follow the steps below to ensure compliance with the FWF’s Open Access Policy.

1. Use the Journal Checker Tool

The cOAlition S Journal Checker Tool should be used to check whether a publication venue is compliant with the FWF's Open Access Policy and which of the above-mentioned options you can use – see https://journalcheckertool.org/

2. Acknowledgement and Copyright

The following text must be included in all publications upon submission:

'This research was funded in whole, or in part, by the Austrian Science Fund (FWF) [Grant number]. For the purpose of open access, the author has applied a CC BY public copyright licence to any Author Accepted Manuscript version arising from this submission.'

To ensure compliance with the FWF’s Open Access policy, a Creative Commons Attribution CC BY public copyright licence must be applied to all submissions to peer-reviewed journals.

III. Archiving

Regardless of the open access option chosen (see I.), the publication must be deposited in a repository by the publisher or the authors for long-term archiving from the date of publication. Either institutional or discipline-specific repositories can be chosen for this purpose (see Directory of Open Access Repositories OpenDOAR).

In the case of publications from the life sciences (or related subject areas), authors are obliged to make their refereed publications freely accessible in the Europe PMC repository. Projects affected by this will be informed separately by Europe PMC by e-mail.

IV. Publication Costs

In all FWF programmes, applications for funding to cover the costs of peer-reviewed scholarly articles in academic journals, on publication platforms, in edited volumes, proceedings etc. can be submitted for up to three years after the end of the project, provided that they comply with the FWF’s Open Access Policy and the guidelines for “Peer-reviewed Publications”.

Funding to cover the costs of other peer-reviewed publication formats such as monographs, entire proceedings, edited volumes, scientific databases, and other web-based formats can be applied for through the “Stand-Alone Publications” programme.

V. Documentation

Open access activities and compliance with the FWF’s Open Access Policy must be documented in the final report to the FWF. This is done by means of a persistent identifier through which the full text of the publication can be viewed, read, and downloaded. For further information, see Research Documentation.
