Grey literature is occasionally the first and sole source for specific research topic. It may contain comprehensive, concrete, and up-to-date information on research findings. Despite the importance of grey literature, it is often neglected to be dealt with one of major resources in libraries because it has historically been difficult to identify and obtain.

In case of conference proceedings, it is simpler to obtain in libraries than the other types of grey literature such as e-mails or preprints because it has a certain possibility of publication. There can be two simple ways of obtaining conference proceedings in libraries. The first one is to receive the materials directly from the researchers who participate in the conference. The other one is to subscribe published conference proceedings. This is a much easier way for libraries to build collection.

Most libraries and information centers in Korea have subscribed foreign digital resources including conference proceedings through a group buying consortium called KESLI(Korean Electronic Site License Initiative). It makes scholars get the information as soon as it publishes and reduce librarians’ efforts of collecting and cataloging. In spite of many advantages, subscribing the foreign digital conference proceedings through consortium has still some issues to discuss.

This study introduces the KESLI consortium first. Then this study describes how to develop foreign digital conference proceedings through KESLI and reviews some issues produced in the subscribing process.

과학기술정보는 국가 기술혁신의 핵심요소로, 세계 각국은 연구개발 활성화를 위한 기반으로 자국 및 해외 핵심정보를 적극 개발하고 활용하고 있다. 국내외를 막론하고 전세계에 산재해 있는 과학기술 정보자원을 파악, 입수, 활용하기 위해서는 국가 과학기술정보센터의 원문제공서비스가 그 중추적인 역할을 한다. 한국과학기술정보연구원은 국가 과학기술정보센터로, 매해 약 30만건에 달하는 국내외 원문을 이용자에게 제공하고 있다. 그러나 정보량의 급증만큼 정보원과 수록매체는 물론, 그에 따른 정보전달 방법도 다양화되고 있다. 이 연구는 이러한 정보환경 속에서 국가 과학기술정보센터가 이용자들의 정보요구를 충족시키고 있는지 그 서비스에 대한 이용자 만족도를 전반적으로 조사ㆍ분석함으로써 원문제공서비스의 품질 제고에 기여하고자 한다.

과학기술정보는 과학기술 연구개발을 위한 핵심요소로, 각국에서는 앞다투어 과학기술정보의 확보를 위해 노력하고 있다. 우리나라도 선진국에서 생산되는 과학기술정보를 입수하기 위해 많은 예산과 노력을 투자하고 있다. 한편, 국내에서 생산되는 과학기술정보는 그 질적 우수성에도 불구하고 해외로 유통되는 경우가 미비한 실정이다. 이 연구는 해외 주요 과학기술정보 유통기관에서 요청한 국내 정보자료를 분석하여, 국내 과학기술정보의 글로벌 유통 현황을 파악함으로써, 국내 과학기술자들의 연구성과를 해외에 확산하기 위한 유통체계를 정립하는데 기초자료로 삼고자 한다.

Document delivery service of library is the last resort for researchers to acquire necessary scholarly information. However, document delivery service based on printed materials and analog delivery cannot attract users' attention any more. Because with the advent of web-based IT, users' information needs are met easily and quickly. Researchers can retrieve, request and browse or even download the full-text of an item through web-platform. Even though digital delivery using web-based IT is the general trend, digital delivery service has not yet carried out in Korea due to copyright problem. This study performs the quantitative analysis of documents delivered for the last five years by KISTI to the public. The purpose of this paper is to support transforming print to digital document delivery service efficiently and effectively through the quantitative analysis of documents delivered.

Korea Institute of Science and Technology Information (KISTI) is the national information center which has comprehensively collected, analyzed and managed science and technology information resources for the country since 1962.
KISTI has delivered around 300,000 documents last year using its holdings as well as in collaboration with domestic and overseas institutions to help users improve information accessibility and availability.
KISTI has also operated the cooperative document delivery consortium among domestic libraries. 298 libraries and information centers in Korea are participating in this consortium with approximately 50,000 documents have been delivered last year. As the national information center of Science and Technology, KISTI plays the role of a focal point that delivers domestic knowledge to other countries. KISTI also provides all the materials published in Korea regardless of whether it is a KISTI holding or not.
The purpose of this paper is to (1) introduce the KISTI document delivery service (2) describe how to collaborate with national and international institutions and (3) explore the way KISTI develops and extends international cooperation.
